1966 Reception for John W. Macy, Jr., Chairman of the Civil Service Commission. John Macy was the first Civil Service Chairman from Illinois since Bishop John Oberly in 1887 declined to speak to the Illinois Democratic Association. Macy spoke to the Illinois State Society on the history of civil service reforms.
